Adaptive power saving on receiver side in DVB-H system based on progressive video codecs

Background and Motivation: 

One direction in DVB-H [1] development is the idea of receiver power consumption by time-slicing [2]. The main idea of it is that receiver works for a short time interval, during it the part of the video data is received, then the receiver powers off completely. The current part of the video data also contains information about when to power on again to receive next part of the data. The degree of power consumption depends on the parameters such as peak bit-rate, burst-rate and service bit-rate. In the existing DVB-H systems the MPEG-2 [3] bit-rate is used, that for fixed parameters peak bit-rate and burst-rate defines the level of power consumption. But it does not allow to control the level of power consumption at the receiver side.

Project Summary: 

In this project it is proposed to use the DVB-H along with JPEG2000 [4] standard that due to the progressive video stream organization allows receiver to control the level of power consumption depending on the priorities. In the case of MPEG-2 video stream the type of power consumption in fact is set by the service bit-rate, but in the proposed case the receiver is responsible for the type of power consumptions. For example, if power consumption is needed, this receiver can switch to the energy economy work conditions with the acceptable visual quality of the video data [5]. But if there is no need for power consumption, receiver could work with the possible highest quality of the video data.

Project goals and future research directions: 
<p>The goal of this project is the development of quality scalable video transmission algorithm based on progressive video codecs with adaptive energy economy on the receiver side.</p>
